fuel pump problems

ok my problem isnt on a lumina but its on a oldsmobile supreme and it has a 3100 motor and all the same stuff basicly including the fuel pump in the tank.
ok now the problem is the pump went bad so i had to drop the tank to replace it and when i did got nothing no sounds or pressure int he rails which ment the pump wasent working.
so i replaced the wires that came with the new pump kit and still nothing so i got the volt meter out and tested it all.
got just under 6 volts and the pump needs 12 volts to work.
i tested the new pump and it works.
im thinking something shorted out and killed the old pump.
well anyways i checked the relay in the fuse panel under the hood and its reading good.
so i tested the connectors where the relay plugs in and its getting just under 6 volts also just a tad more then the rear where the pump is.
i cleaned that all up and poked in the wires and tested them and still same reading.
so im down to think a bad ground or a short.
now the problem is i dont have a manual for the car since im doing this for a family member and i dont know the wiring and such to trace it back to find out what it might be.
the car is a 1994 cutlass supreme SL model.

any help would be awesome since im pretty much lost on the matter.

i forgot to repost on here the problem was solved....

turns out it just started working again and im not sure why but they traded the car in for a new impala
so i dont know how this might help someone but good luck
