I have a 98 Suburban and the way I understand it, when the refrigerant is low, the front ac will stop functioning first while the rear ac blows cold. If you have too much oil in the system, the ac will not blow as cold as it should. If you do not have the equipment, I would suggest taking it in and having the system evacuated and recharged. As for the airflow, I have not had that issue with my 98, but in my 85, I had the same issue. There a vacuum leak caused the problem. That actuator was vacuum driven.
