Plastic can't hold Hydrogen gas indefinately, no, but it can hold it long enough to introduce it into the engine. Helium is the second smallest atom, yet a balloon can hold about 70% of the helium over the period of a couple of days, and its a lot less dense than PVC. Not to mention that the hydro atoms are moving faster than the plastic molecules, so just from the state of matter, it makes it harder for it to pass through.
