at first we thought the problem was the fuel pump itself but after i dropped the tank and checked the pump we figured out that the pump worked and we took a test light into the hook up thingy and found out it wasent getting power to the pump we checked the fuses and all but we still have no idea

What year, engine size? With the engine cranking, do you have spark at the plugs? Are there any codes?

its a 98 z24 with the 2.4 i havent been able to check the codes because i cant get it to a shop the check engine light was on already because of my exhaust

You could do some testing at the fuel pump relay. If the relay is in a power distrubution center, just unplug it. Use a testlite and with the engine cranking, check for voltage at the terminals where the relay plugs in. Two terminals should be hot, if only one, then the computer may not be signaling the relay to energize. Can you tell if there is an rpm signal? 

I just wanted to add, you might check for a signal from the crank and cam sensors. I can't tell you to replace anything without doing some testing.
