Your best bet for the headliner is to take it to a good auto upholstry shop. GM used a foam backed fabric that was glued to a plastic shell which gave it shape and was attached around the perimeter. If you are handy, you can do it yourself. The hardest part is getting the headliner out. You can save some bucks by taking it out and having the shop put new fabric on it. I think I paid about $80 bucks for a shop to do an '80 Cutlass about 17 years ago. Be sure to make sure the throttle body is clean as they tend to build up carbon behind the butterfly. Also clean the Idle Speed Control. A little carbon here affects the idle speed. If after your tune-up and cleaning, it still hesitates, run several bottles on Techron FI Cleaner thru it. Put your meter in current measuring mode and put in series with the battery. If you are drawing current with everything off including dome lites etc, start pulling fuses one at a time 'til the current draw goes away, then check that circuit. Usually it's something simple like a out of adjustment glove box lite switch or door switch. My '87 had an inline fuse in the right front corner of the engine compartment that was a main fuse that would kill the engine if blown, so I know it was for computer at a minimum.
