i was wondering if anyone knew if the cobalt SS had a restictor plate

its not the supercharged

Do you mean an intake restrictor plate?  I've taken off 2.4L and 2.2L TBs and intake manifolds and have not seen a restrictor plate of any kind.  Not in the exhaust either. 
The 2.4 uses a 1-piece plastic intake manifold with a 68 MM TB (base opening measurement - not venturi). 
The 2.2 uses a 2-piece glued-together intake manifold with a 60 MM TB (base opening measurement - not venturi). The 2.4 intake manifold has larger runners and the TB is centrally located while the 2.2 TB is offset to the drivers side.
