Not sure the exact temp reading for the fan to go on, but my wife's 96 will go on by itself when the car is parked & keys out. But this is after she runs 100 miles around town. Basically, the fan will come on when it senses too much heat. What is too much?? Got me. But if your gage hits high end & no fan, wait a few minutes. If no fan, you have an issue. When was the last antifreeze check / change? Are you using the orange stuff recommended on the hood sticker? Also, the ac adds extra heat to the system, so the fan coming on with ac on is good.
