I can tell you exactly what it is. This is an EXTREMELY common issue with the OBS (88-98) trucks and SUV's. There are 2 issues which cause this. 1 - if the needle moves around like the fuel is sloshing...it's most likely the sender fingers have worn away...which requires a tank drop and pump removal so as to replace the sender. Damaged contacts (the little fingers) [img]http://img.photobucket.com/albums/v35/hquick/Walbro%20255%20install/P4010124.jpg[/img] OK..sender (see each tab has three little fingers) [img]http://img.photobucket.com/albums/v35/hquick/Walbro%20255%20install/P3290013.jpg[/img] 2 - The little pulse motor at the back of the guage is shot...which usually causes the needle to fluctuate/vibrate like a hummingbird. These cost about $10 I believe and an be replaced but necessitate removal of the dash.
