ok, here's the question.   and yes i am female so it probably is a stupied question:  does the 95 monte carlos have "brains"?  just curious because someone told me that, that was probably what was wrong with the car.

what exactly do you mean by "brains"? i have a 95 aswell and i'm pretty sure it doesn't have any kind of brains

Didn't OBD1.5 start by then for GM.  Your car has a brain. 

Saying the vehicle's brain is the problem is quite a generalization.  What are the symptoms.

what does it do,  lol what doesnt it do is more the question.  ok when i got a few months ago right after i got it, it started getting really hard to start and warm up, it then started stalling at stops signs.   now it will start and run fine, as long as i dont turn it off.  first time i turn it off, and try to restart it, i just crankes.  but then i can wait a couple days, go out and it will start right up and go, untill.....yep i turn it off again. anyhow, i replaced several things, and so many have told me so much of what it "could" be, i dont know much about cars so that is why i was asking if it had a brain....a person told me it is taking that long to recharge itself, because "its brain dead" lol anyways if you can help me out at all I would really appreciate it.

It controls the air fuel ratio and the timing.  It could be a lot of things not happening with the motor not allowing it to start such as the fuel system, or ignition or the "brain" or PCM.  The brain doesn't charge and discharge.  It gets it's power from the battery.
