if i spray my headers with a high temp coating do i need to strip the paint on them or can i spray over?

If you spray over the old paint it will wear off fast you should strip the old paint off first then paint it with the high temp paint.

I agree...

If you cannot remove the headers from the car; sand (or steel wool) the old coating off the best you can...down to the metal if at all possible. If they are off the car, have them media or sand blasted. The important thing is to remove ALL of the old coating and rust. If not, the new coating will peel off when the remnant of old coating does and any remaining rust will eventually come back through the new finish.

In the past I have used VHT High Temp coatings with good success.

This is probably too late and if it is, you already realize this but paint doesn't last. Do something like Jet Hot coating.
