Backup lights

I have a 2000 Z24 5-speed and the backup lights don't work. Checked the fuse, put an ohm meter on the backup light switch that is on the transmission, tested the connector that attaches to the switch on the transmisssion as well as the wiring back to the backup lights for continuity and everything checked OK. But the lights still don't work. Yes, I checked the bulbs as well. Does anybody have any suggestions. Am I missing a relay switch somewhere? Thanks

have someone sit in the car and put it in reverse pull out the bulb and check for voltage
