Anyone have a suggestion?  I was told it was probably the relay - does that sound right or does the steering column have to be taken apart?

Thanks

The relays are usually under the hood.  Look for a black plastic box and when you take off the cover, all the relays are inside.  There should also be a diagram showing which one goes to the horn.

The horn relay is under the dash on the passenger side.  Unscrew the panel and look up for, in my case, a white relay switch.

My friends son's 99 z24 did the same and it turned out to be the contact on the ring in the column.
