Venture Van brakes

After changing the rotors and pads putting new shoes and adjusting them on the rear I still have a very low pedal and little stopping power in my 1999 chev venture.  Any similar problems or suggestions ?
When pushing on the brake pedal a few times when the van is idleing it will almost start to stall .
