Non-Active DLC connector - Why?

'99 Silverado 4.3

Has any one encountered hooking up a scanner to read codes, only to find the scanner acts as if it's not connected?
The scanner is fine ('06 C.A.N.). The problem is the feed to the DLC (data link connector) plug.
Any ideas on what the problem could be and how to fix it?

Hey Bruce - I am having the same issue as you. I just bought an Actron Super Autoscanner (model CP9145) to pull codes from my 2000 Chevy Suburban 1500 5.3L. The tool powers just fine but doesn't recognize the vehicle after connecting it. The tool did work on our other vehicle, a 1999 Honda Odyssey so it isn't the scanner.

I've checked all the fuses under the hood and also on the left side of the dash and no fuses have blown. I was going to contact a dealership here to see if someone in service might know what circuit the DLC is connected. I'm wondering if it is hooked through a relay.... Do you have any new info?

Bruce - I found out today that the fuse under the hood labeled 'cigar' (15A) was the culprit on my truck.... seemed I had take this fuse as a spare for my trailer lights that had blown.... For whatever reason, the power for the DLC uses this fuse circuit.
