How to Get TSB Information for Monte

Hi,

I am new here and I looked up TSB 01527 (engine whine at idle and low rpm) for a 2001 Monte Carlo and it says something about seeing reference SIT Bulletin 1406534. What does sit mean and how do I get to it?
