I have a 98 chevy s-10 blazer, The turn signal keeps making noise and the turn signal is not even on, plus sometimes the wipers keep going when I turn them off or they are on delay. All help would be appreciated.

it sounds like your multifunction switch is bad..those items are both on the steering column, on the same lever, right?
