2005 Malibu

I just purchased a used 2005 Malibu with 20 k mi. On the way home with it the check engine light came on and the remote starter would not work. I understand from the dealer that there is a Technical Service Bulletin (TSB) to correct the problem. I also noticed that there are TSB's on this web site. Does anyone know how to obtain copies of the TSB's and should it not have been done prior to the car sell?
