2002 Heater Problem?

I've noticed lately that when I turn the heat on in the van and select the "feet only" option, that I don't feel much heat coming from below and I still do feel some heat coming from the front dash.  Is this normal?
 
Also, when I turn the heat on to the max 5, after a while I sense a slight smell of something.  Is this normal?
 
Please help since I can't recall if I was experiencing the same things last winter and I'm not sure if the vehcile requires repair.
