1999 Chevy Cavalier FAn

I have a 1999 Chevy Cavalier and I am having a problem with the fan motor.It is a 4 position fan and the first 2 postion are not working. What can be the problem.

blower motor resistor. it could be the switch, but the resistor is more likely.Patrick38544.5606365741
