1997 2.2 turns over won't start

My 97 Cavalier turns over but won't start. I have tested and have spark to all 4 cylinders, injectors are firing, I have fuel. I replaced the spark plugs and number one was black, two three and four didn't look like they had ever been fired. I have spark to the wires but it doesn't seem that it is going through the plug. Any ideas???? 

I'm not a chevy guy, but does that motor have a timing belt that may have broke or sheared the teeth off that may not be opening the valves to let the fuel in?

I know, I'm a Dodge guy myself usually. I was leaning toward checking the timing too, that was gonna be my next stop.
