1994 Cavalier Horn Issues

I have a 94 cavalier 2.2 ltr.  problem is that when I push on the horn, I just hear clicking.  Any Suggestions??  I've heard 1.) horn relay, and 2.) the horn itself.  I don't know where either is located, if anyone has a suggestion, and knows where it's located id be very gratefull.  Thank You All Very Much  :-)

Horn is under the front of the car on the passanger side. Just about below the headlight. Check for voltage with a multimeter there. If you have juice, replace the horn.

check for a poor ground of the horn itself.
